The Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy recommends that The Verkhovna Rada adopts as a basis the Bill on amendments to the Law of Ukraine "On Multiple Housing Co-Owners Associations".
The Bill (Reg. No. 1142), submitted by the People´s Deputies O.Kucherenko, K.Liapina, V.Bondarenko, V.Baranov, envisages simplified procedure of establishment of housing co-owners associations, and obligatory establishment of such associations in the newly-built or reconstructed houses. The Bill renders it possible to establish co-owners associations by the owners of separate dwelling houses.
To enhance establishment of such associations, the authors propose to grant the land plot with house premises into the ownership of the associations.
The Committee members call for adopting the Law as soon as possible, since only 3% of multiple housing have co-owners associations.
The proposal to finance refurbishment of the house for the local budget funds before establishment of the association is considered as another incentive to establish a co-owner association. The People´s Deputies commented on the experience of Berdiansk, where 40% of associations were established due to the said program.
